premium finance companies; to amend Sections 27-40-1 and 27-40-8 of the Code of Alabama 1975,
to authorize the companies to provide wind mitigation construction financing, subject to approval
by the Commissioner of Insurance. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:Section 1. Sections
27-40-1 and 27-40-8 of the Code of Alabama 1975, are amended to read as follows: §27-40-1.
"For the purposes of this chapter, the following words and phrases shall have the following
meanings: "(1) INSURANCE PREMIUM FINANCE COMPANY. A person engaged in the business of
entering into premium finance agreements. "(2) PREMIUM FINANCE AGREEMENT. An agreement
by which an insured or prospective insured promises to pay to a premium finance company the
amount advanced or to be advanced under the agreement to an insurer or to an insurance agent
or broker in payment of premiums on an insurance contract together...

act shall only apply to Randolph County. Section 2. As used in this act, state sales tax means
the tax imposed by the state sales and use tax statutes, including, but not limited to, Sections
