OF ALABAMA: Section 1. There is established the Governor's Office of Minority Affairs, to
advise the Governor on issues affecting minorities, including women, focusing on the improvement
of the overall quality of life of minorities, specifically in the areas of education, health,
economics, political participation and empowerment, housing, employment, civil rights, criminal
justice, and race relations. Section 2. The office shall be managed by a Director of the Governor's
Office of Minority Affairs, who shall be appointed by and serve at the pleasure of the Governor.

medical personnel and adopts rules relating to emergency medical services. An advisory board
recommends the establishment of rules and standards relating to emergency medical services

at least once a year and at the call of the State Health Officer. This bill would specify
that one member of the advisory board would be designated by the Alabama Emergency Medical
Services Association in lieu of the existing designation and would expand the membership of
the advisory board by adding a member designated by the Alabama Council on EMS and a member

to a particular individual, but an informal opinion does not provide immunity. This bill would
establish a procedure for the issuance by the director or an attorney of the commission of
written informal opinions to public officers or employees that would provide immunity to the
officer or employee making the request if all pertinent information was presented and the
officer or employee acted in accordance with the relevant circumstances, factors, and requirements
