of tangible personal property and digital goods. This bill also amends the definition of a
wholesale sale to add clarification and consistency to the sales and use tax code. A BILL
TO BE ENTITLED AN ACT Relating to sales and use tax definitions; to amend Sections 40-23-1,
40-23-2, 40-23-60, and 40-23-61 of the Code of Alabama 1975, to add and update definitions.
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:Section 1. Sections 40-23-1, 40-23-2, 40-23-60,
and 40-23-61, Code of Alabama 1975 are hereby amended to read as follows: §40-23-1. "(a)

SB276 SYNOPSIS: Under existing law, a person may renew a driver's license up to 30 days before
the expiration date and until three years after the expiration of the license. This bill would
allow a person to renew a driver's license beginning 180 days before the expiration date.
This bill would also provide that a member of the U.S. Armed Forces under deployment would
not be subject to the time limit. A BILL TO BE ENTITLED AN ACT To amend Section 32-6-1, Code
of Alabama 1975, relating to driver's license to provide for the period of time before expiration

vehicle on public highways. This bill would prohibit state agencies and subdivisions of the
state from using license plate scanners on public highways and would provide limited exceptions
for the Department of Transportation, the Alabama Law Enforcement Agency, counties, and municipalities.
This bill would also provide for the confidentially of information collected and would provide
