Code Fund must be expended for the purpose of carrying out the provisions of law authorizing
the collection of the funds; funds in the Secretary of State's Information Bulk Sales Fund
may be used for any purpose; and funds in the Secretary of State Entity Fund may be used for
any purpose, provided the funds are allotted and budgeted in accordance with law. This bill
would authorize the Uniform Commercial Code Fund, the Secretary of State's Information Bulk
Sales Fund, and the Secretary of State Entity Fund to be used for the administration of the

provides for certain designated motor vehicles to be subject to the title law based on the
model year of the vehicles. The Department of Revenue has further provided for exemptions
from the title requirements by rule based on the age of the vehicle and has included in the
exemption certain new types of vehicles, such as low speed vehicles. This bill would update
title requirements for motor vehicles based on the age of the vehicle including passenger
vehicles, semi-trailers, travel trailers, utility trailers, and moving collapsible folding
campers. The bill would also exempt the certain vehicles from title requirements. The bill
would also further designate the penalty when a dealer violates the law to a Class A misdemeanor.

basis. As a part of the registration, the owner applies for a number assigned to the vessel.
The owner is required to paint or attach the number to each side of the bow of the vessel
and to attach decals for annual registration. This bill would require the Alabama Law Enforcement
Agency to issue five-year identification number stickers to be placed on both sides of the
bow of the vessel. The cost of the identification number stickers, upon collection, would
be paid to the Department of Conservation and Natural Resources earmarked for the operation
of the state parks. The bill would further authorize the owner of a vessel to obtain identification
stickers supporting any organization authorized to obtain a distinctive motor vehicle license
