Rd 1 15-MAR-16 SYNOPSIS: Under existing law, additional penalties are imposed against a person
if the offense committed is motivated by the victim's race, color, religion, national origin,
ethnicity, or physical or mental disability. This bill would provide additional penalties
for crimes motivated by the victim's sexual orientation or gender identity or expression.
A BILL TO BE ENTITLED AN ACT To amend Section 13A-5-13, Code of Alabama 1975, as amended by
Act 2015-185 (2015 Regular Session), relating to hate crimes; to impose additional penalties
for crimes motivated by the victim's sexual orientation or gender identity or expression.
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:Section 1. Section 13A-5-13, Code of Alabama 1975,

state is authorized to issue a warrant to install a tracking device. The term tracking device
means an electronic or mechanical device which permits the tracking of the movement of a person

defined in Alabama Rule of Criminal Procedure 1.4, district attorney, or Attorney General
