to pursue damages sustained when a person or entity commits false or fraudulent acts against
the state. This bill would establish the Alabama Medicaid False Claims Act, to provide a remedy
for fraudulent claims in the Alabama Medicaid program. This bill would provide that certain
persons who make false claims or commit fraud against the Medicaid program would be liable
to the state for three times the amount of damage sustained, a civil penalty, and any associated
costs, including attorneys' fees. This bill would provide for the responsibilities of the
Attorney General and private individuals in investigating and proceeding against violators
in civil actions. This bill would prohibit any employer from taking retaliatory action or
preventing an employee from disclosing information to government or...

1 03-MAR-16 SYNOPSIS: Under existing law, marriage licenses are issued by the judge of probate
and the marriage is required to be solemnized by a person authorized to perform marriages.
This bill establishes the procedure for two people to enter into a marriage and requires the
recording of such marriage with the judge of probate. This bill would require the judge of
probate to transmit each recorded marriage received by the judge of probate during the preceding
calendar month to the Office of Vital Statistics on or before the fifth day of the following
calendar month. This bill would eliminate the requirement of marriage licenses. This bill
would provide that the two parties desiring to enter into a marriage must record certain affidavits,
forms, and data regarding the parties entering into the marriage with the judge of probate.

Fund Rd 1 22-MAR-16 SYNOPSIS: Under current law, all entities doing business or registered
to do business in Alabama, have an annual filing obligation for Business Privilege Tax. The
Business Privilege Tax is calculated based on an entitys net worth, apportioned to Alabama.
There is a minimum of $100 Business Privilege Tax imposed annually on all entities subject
to this tax. Currently, taxpayers have an annual maximum Business Privilege Tax due of $15,000.
In addition, under current law, the Business Privilege Tax due date for Financial Institutions
is March 15. The Alabama Excise Tax return filed by financial institutions is due April 15.
Taxpayers often need to extend the filing date of the Business Privilege Tax in order to have
complete information not available until the Financial Institution Excise Tax return is completed.
