and glaucoma patients; certification; exemption from prosecution. Except as herein otherwise
provided, the Controlled Substances Therapeutic Research Program shall be limited to cancer
chemotherapy patients and glaucoma patients, who are certified to the review committee by
an authorized practitioner as being in such medical condition necessary for the treatment
of glaucoma, or the side effects of chemotherapy in cancer patients; such authorization shall
be upon such terms and conditions as may be consistent with the public health and safety.
To the extent of the applicable authorization, persons are exempt from prosecution in this
