SB399 By Senators Whatley and Beasley ENROLLED, An Act, Relating to Russell County; authorizing
the county commission to levy an additional issuance fee on motor vehicle registrations; and
to provide for the use of the proceeds. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section
1. This act shall apply only to Russell County. Section 2. (a) The County Commission of Russell
County, upon the adoption of a resolution by a recorded roll call vote, may levy an additional
annual issuance fee of up to ten dollars ($10) on each motor vehicle registration in the county.
This issuance fee shall be in addition to all other charges, costs, taxes, or fees levied
on the issuance of all annual motor vehicle registrations. (b) Those persons exempt from paying
ad valorem taxes under Section 40-9-21, Code of Alabama 1975, are exempt from the annual issuance
fee authorized by this act for one motor vehicle per year. Section 3. The annual issuance
