the issuance of net and seine permits for commercial fishing is limited and certain permits
are not transferable under any circumstances including physical hardship, and applicants for
renewal are required to have previously purchased a license and to meet certain income requirements
in subsequent years. This bill would authorize certain permits to be transferred in the case
of physical hardship and the requirements for proof of income requirements under Alabama income
tax law in subsequent years would be deleted. This bill would further authorize a person who
failed to meet the income requirements beginning October 1, 2014, to renew a net or seine

lands, there is a rebuttable presumption that any bait or feed located beyond 100 yards from
the hunter and not within the line of sight of the hunter is not a lure, attraction, or enticement
to, on, or over the areas where the hunter is attempting to kill or take the deer. This bill
would provide for the voluntary feeding of game by spincast, broadcast, or any other container
feeder at any time during the year and would require permits for use of each feeder. This
bill would not affect the ability of a person to operate a feeder for purposes other than
hunting game. The bill would set the amount of the fee for a permit for each feeder and provide

department rules, paddlefish harvesting has been limited, with only 15 commercial paddlefish
licenses issued for harvesting from February 1, 2015, to March 21, 2015. This bill would require
the department to establish a commercial paddlefish harvesting season in the Tennessee River
and all of its tributaries, beginning November 20 and continuing through April 7 of each year.
This bill would allow the department to issue up to 60 resident licenses and five nonresident
licenses at any given time, with current commercial paddlefish license holders allowed to

is guilty of a misdemeanor and is subject to suspension of his or her hunting permit. This
bill would repeal the provisions and enact new prohibitions with revised penalties, including
increased fines and periods of suspension of hunting privileges. This bill would also allow
a court to order a person convicted of hunting or killing wild game on the land of another
without permission to pay restitution for the value of the loss or damage to wildlife resources
and would provide for the forfeiture of hunting gear and firearms used to commit the violation.
