Section 32-5A-191.2 Administration and disposition of funds in Alabama Head and
Spinal Cord Injury Trust Fund. (a) Beginning October 1, 1994, moneys in the Alabama Head and
Spinal Cord Injury Trust Fund shall be distributed to the Division of Rehabilitation Services
in the State Department of Education for the following purposes: (1) As a payer of last resort
for the costs of care provided in this state for citizens of this state who have survived
neuro-trauma with head or spinal cord injuries. Expenditures for spinal cord injury and head
injury care shall be made by the Division of Rehabilitation Services according to criteria
established by the Alabama Head and Spinal Cord Injury Trust Fund Advisory Board. Expenditures
may include but need not be limited to, post acute medical care, rehabilitation therapies,
medication, attendant care, home accessibility modification, and equipment necessary for activities

composition. There is created the Alabama Head and Spinal Cord Injury Trust Fund Advisory
Board to be appointed as herein provided. The following agencies and organizations shall appoint

Section 16-38A-4 Priorities and criteria for disbursement of funds; report; recordkeeping.
(a) The board shall establish priorities and criteria for disbursement of monies in the Alabama
Head and Spinal Cord Injury Trust Fund and to assure maximum benefits from the trust. The
Division of Rehabilitation Services in the State Department of Education shall expend monies
from the trust fund in accordance with the priorities and criteria established by the board.
(b) The board shall investigate the needs of citizens with head injuries and spinal cord injuries,
identify the gaps in services to the citizens, and issue a report to the Legislature on the

Section 32-5A-191 (Effective until July 1, 2023) Driving while under influence
of alcohol, controlled substances, etc. (a) A person shall not drive or be in actual physical
control of any vehicle while: (1) There is 0.08 percent or more by weight of alcohol in his
or her blood; (2) Under the influence of alcohol; (3) Under the influence of a controlled
substance to a degree which renders him or her incapable of safely driving; (4) Under the
combined influence of alcohol and a controlled substance to a degree which renders him or
her incapable of safely driving; or (5) Under the influence of any substance which impairs

Section 22-11C-4 Alabama Statewide Head and Spinal Cord Injury Registry. The State Health
Officer may establish, contingent on the availability of funding, within the Department of
Public Health the Alabama Statewide Head and Spinal Cord Injury Registry for the purpose of
providing accurate and up-to-date information about head and spinal cord injuries in Alabama
and facilitating the evaluation and improvement of head and spinal cord injuries prevention,
diagnosis, therapy, rehabilitation, and referral to coordinated, rehabilitation programs administered
by other state agencies. The purpose of these referrals shall be to ensure that these programs
shall provide eligible persons the opportunity to obtain the necessary rehabilitative services

Section 36-29A-8 Trust fund disputes. (a) As used in this section, the following
terms shall have the following meanings: (1) ADMINISTRATIVE LAW JUDGE (ALJ). An independent

Section 41-15B-2.2 Allocation of trust fund revenues. (a) For each fiscal year, beginning
October 1, 1999, contingent upon the Children First Trust Fund receiving tobacco revenues

Section 40-23-35 Disposition of revenues from tax. (a) Such amount of money as shall
be appropriated for each fiscal year by the Legislature to the Department of Revenue with
which to pay the salaries, the cost of operation and management of the department shall be
deducted, as a first charge thereon, from the taxes collected under the provisions of this
