Section 22-22A-2 Legislative intent and purposes of chapter. The Legislature finds the resources
of the state must be managed in a manner compatible with the environment, and the health and
welfare of the citizens of the state. To respond to the needs of its environment and citizens,
the state must have a comprehensive and coordinated program of environmental management. It
is therefore the intent of the Legislature to improve the ability of the state to respond
in an efficient, comprehensive and coordinated manner to environmental problems, and thereby
assure for all citizens of the state a safe, healthful and productive environment. (1) To
this end an Alabama Department of Environmental Management is created by this chapter within
the Executive Branch of State Government in order to effect the grouping of state agencies
which have primary responsibility for administering environmental legislation into one department,

Section 9-10B-2 Legislative findings; exemptions. The Legislature of the State of Alabama hereby
finds and declares that: (1) All waters of the state, whether found on the surface of the
ground or underneath the surface of the ground, are among the basic resources of the State
of Alabama; (2) The use of waters of the state for human consumption is recognized as a priority
use of the state and it is the intent of this chapter that no limitation upon the use of water
for human consumption shall be imposed except in emergency situations after the Office of

Section 40-23-35 Disposition of revenues from tax. (a) Such amount of money as shall be appropriated
for each fiscal year by the Legislature to the Department of Revenue with which to pay the
salaries, the cost of operation and management of the department shall be deducted, as a first

Section 11-3A-2 Powers for public welfare, health, and safety; authorization; scope. (a) Except

The Baldwin County Commission may adopt ordinances and regulations as necessary to effect
