Section 9-8A-2 Legislative findings and declaration of purpose. It is hereby found and declared
to be the policy of the state to provide for the restoration and conservation of the soil
resources of this state, to provide for the improvement of water used in agriculture, and
for the control and prevention of soil erosion and for the prevention of floodwater and sediment
damages, and for the establishment or improvement of stands of forest trees, all of which
will preserve natural resources, control floods, prevent impairment of dams and reservoirs,
preserve wildlife, protect the tax base, protect public lands and promote the health, safety

Section 9-9-51 Organization of district over lands of watershed conservancy district. A water
management district may be organized over the whole or any part of the lands covered by an
existing watershed conservancy district organized under Sections 9-8-50 through 9-8-67; provided
that: (1) The soil and water conservation district supervisors and the directors of the watershed
conservancy district concerned file no objection to the organization; and (2) The water management
district assumes any outstanding obligations and responsibilities of the watershed conservancy

Section 9-10A-5 Land which may be included in authority. The land area embraced in any watershed
management authority must encompass at least 50 square miles, must be contiguous and must
lie within a defined watershed. The area may include lands within any soil and water conservation
district. Such authorities may embrace lands lying in one or more soil and water conservation

(a) No later than 30 days after acceptance of a proposal by the Governor, the Governor shall
submit the accepted proposal to the Director of Finance and Alabama Building Commission for
evaluation, review, and comments pertaining to the information provided in the proposal. The
Director of Finance and Alabama Building Commission shall provide such evaluation, review,
and comments to the Governor no later than 60 days after acceptance of a proposal by the Governor.
