Section 45-49-120.06 Personnel board. (a)(1) The personnel board shall consist of five members
designated respectively as Member 1, Member 2, Member 3, Member 4, and Member 5, each of whom
shall be over 19 years of age, of recognized good character and ability, a qualified elector
of Mobile County, and shall not, when appointed nor for three years then next preceding the
date of his or her appointment have held elective public office, nor have been a candidate
for public office. If any person actively solicits a position on the board, the committee,
for this reason, shall refuse to consider his or her appointment. After May 15, 2009, each
member shall be a resident of his or her respective district, as hereinafter provided, at
the time of his or her appointment and for the duration of his or her term; provided however,
that those members in office on May 15, 2009, may serve out the remainder of their then unexpired

Section 45-49-171.41 Mobile County Indigent Care Board authorized. At the determination of
the county commission, there may be hereby established the Mobile County Indigent Care Board,
hereinafter referred to as the board, whose composition and duties shall be as follows: (1)
The county commission may appoint a Mobile County Indigent Care Board which shall consist
of three members who are duly qualified electors of Mobile County, but no member of such board

Section 45-17-231.20 Establishment of sheriff reserve; officers; duties. (a) The Sheriff of
Colbert County is hereby authorized to establish a sheriff reserve to be composed of such
persons who may volunteer to serve as sheriff reserve officers of the sheriff's department.
Such service shall be without compensation to the individual so volunteering. (b) Sheriff
reserve officers shall at all times serve under the direction and supervision of the sheriff

Section 45-37-122.04 Termination; acting county manager. (a) A county manager may be terminated
only upon a vote of four-fifths of the county commission. In the event the termination is
made without cause, the county may provide the county manager with a severance package. The
county commission may not provide a severance package to a county manager terminated for cause,

Section 45-49-242.20 Pest control ad valorem tax. (a)(1) The Court of County Commissioners,
Board of Revenue, or like governing body of Mobile County is hereby authorized to levy and
collect, in addition to all other taxes authorized by law, a special annual ad valorem tax
of one mill on each dollar's worth of taxable real and personal property in Mobile County
for the administration, operation, and maintenance of mosquito, rodent, and other vector control
activities to be carried out by the Mobile County Board of Health. Such tax shall be based
upon the last preceding assessment for state and county purposes commencing with the tax year
beginning October 1, 1976; its collection shall conform to the collection of taxes from counties;

Section 45-49-71.02 Landfill projects and dirt pits. (a) Whenever the Mobile County Commission
deems it to be in the public interest to approve a landfill project to be established anywhere
in the county, it shall call for a public hearing on such landfill project to be held at least
30 days prior to approving the project. The public hearing shall be attended by members of
the county commission and at least two representatives of the business entity that is to serve
as the primary contractor for the landfill project. In the event the public hearing is not
held in compliance with the foregoing provisions of this subsection, the county commissioner
