Section 45-49-102.04 Student dress code policy. (a) The Legislature finds and declares each
of the following: (1) The children of Mobile County have the right to an effective public
school education. Both students and staff of the primary, elementary, junior, and senior high
school campuses have the constitutional right to be safe and secure in their persons at school.
However, children in many of our public schools are forced to focus on the threat of violence
and the messages of violence contained in many aspects of our society, particularly reflected
in gang regalia that disrupts the learning environment. (2) Gang-related apparel is hazardous
to the health and safety of the school environment. (3) Instructing teachers and administrators
on the subtleties of identifying constantly changing gang regalia and gang affiliation takes

Section 16-1-24.1 Safe school and drug-free school policy; treatment of policy violators; promulgation
and distribution of discipline policy; liability limited for discipline actions; local boards
may adopt more stringent guidelines. (a) The Legislature finds a compelling public interest
in ensuring that schools are made safe and drug-free for all students and school employees.
The Legislature finds the need for a comprehensive safe school and drug-free school policy
to be adopted by the State Board of Education. This policy should establish minimum standards
for classes of offenses and prescribe uniform minimum procedures and penalties for those who

Section 16-6B-3 Assistance programs. (a) Student strategy. The superintendent of the local
board of education along with the staff of each school shall develop an assistance program
at each school for at-risk students performing below the standards set by the State Board
of Education. The standards shall include the results of the required assessment program adopted
by the State Board of Education with emphasis on students who are found to be at one or more
grade levels below the prescribed norm. The local board of education shall budget at least
one hundred dollars ($100) per student so identified to be expended on tutorial assistance
programs including, but not limited to, after-school, Saturday school, or summer school, or

specialists. (a) Funds appropriated by the Legislature in support of the Alabama Reading Initiative

Section 16-1-24.3 Local boards of education to implement policies requiring expulsion of students
who possess firearms in school areas. (a) All city and county boards of education shall develop
and implement local policies and procedures requiring the expulsion of students, for a period
of one year, who are determined to have brought to school or have in their possession a firearm
in a school building, on school grounds, on school buses, or at other school-sponsored functions.
Notwithstanding the foregoing, city and county boards of education and the local superintendent
of education of each board may modify the expulsion requirement for a student on a case-by-case

Section 16-6D-9 Tax credit claims; administrative accountability; verification of requirements;
rules and procedures. (a)(1) An individual taxpayer who files a state income tax return and
is not claimed as a dependent of another taxpayer, a taxpayer subject to the corporate income
tax levied by Chapter 18 of Title 40, an Alabama S corporation as defined in Section 40-18-160,
or a Subchapter K entity as defined in Section 40-18-1 may claim a credit for a contribution
made to a scholarship granting organization. If the credit is claimed by an Alabama S corporation
or Subchapter K entity, the credit shall pass through to and may be claimed by any taxpayer
eligible to claim a credit under this subdivision who is a shareholder, partner, or member
