Section 45-37-121.17 Promotions. With the discretion of the director of personnel, vacancies in positions shall be filled, in so far as practicable by promotion from among employees holding positions in the classified service. Promotions shall be based upon merit and competition and upon the superior qualifications of the person promoted as shown by his or her records of efficiency. Upon receipt of a requisition for certification from an appointing authority, the director shall thereupon certify, to the appointing authority, the names of the three ranking eligibles from the most appropriate register, and, if more than one vacancy is to be filled, the name of one additional eligible for each additional vacancy.
