The following are exempt from the fire protection fee levied by this part: (1) A dwelling or commercial building which is owned by the federal government, or the state, a county, or a municipality. (a) Any circuit or district court judge in this state is authorized to issue a warrant to install a tracking device. The term tracking device means an electronic or mechanical device which permits the tracking of the movement of a person or object.
