Section 40-23-4 Exemptions. (a) There are exempted from the provisions of this division and
from the computation of the amount of the tax levied, assessed, or payable under this division
the following: (1) The gross proceeds of the sales of lubricating oil and gasoline as defined
in Sections 40-17-30 and 40-17-170 and the gross proceeds from those sales of lubricating
oil destined for out-of-state use which are transacted in a manner whereby an out-of-state
purchaser takes delivery of such oil at a distributor's plant within this state and transports
it out-of-state, which are otherwise taxed. (2) The gross proceeds of the sale, or sales,
of fertilizer when used for agricultural purposes. The word "fertilizer" shall not
be construed to include cottonseed meal, when not in combination with other materials. (3)
The gross proceeds of the sale, or sales, of seeds for planting purposes and baby chicks and

Section 11-99A-2 Definitions. In this chapter the following words shall have the following
meanings: (1) APPOINTING GOVERNMENT. The municipality or county that approves the creation
of a district and appoints members to the board. (2) BOARD. The board of directors of a district.

Section 9-16-83 Permits - Contents of application; reclamation plan; copy of application filed
for public inspection; insurance; blasting plan. (a) Each application for a surface coal mining
reclamation permit under this article shall be accompanied by a fee as determined by the regulatory
authority, but not to exceed the anticipated cost of reviewing, administering, and enforcing
the permit. In no event shall the permit fee be less than one thousand dollars ($1,000). The
regulatory authority shall develop procedures to enable the cost of the fee to be paid over
the life of the mine. The life of the mine means the term of the permit and the time required

Section 22-3-5 County health officers - Duties generally. It shall be the duty of the county
health officer: (1) To exercise, subject to the advice of the county board of health in accordance
with the health laws of the state, general supervision over the sanitary interests of the

Section 45-19-170 Collection and disposition of fees; ability to pay. (a) The Coosa County
Board of Health shall designate the services rendered by the county health department for
which fees may be charged and shall set the fee to be charged for each service. The health
department is authorized to charge and collect such fees. All fees collected shall be in addition
to any and all federal, state, and local appropriations. Any fees collected shall be processed
in accordance with the recommendations of the State Department of Examiners of Public Accounts.
(b) No person shall be denied any service because of that person's inability to pay. The county
board of health may establish a sliding fee scale based on one's ability to pay. (c) This
section shall not apply to nor affect any fees otherwise authorized, set, or collected under
state or federal law or regulations and shall not affect funding from the state in any way.

Section 45-19-82.01 Recording fee. (a) In Coosa County, a special recording fee of ten dollars
($10) shall be collected by the judge of probate, with respect to each real property instrument
and each personal property instrument that may be filed for record in the office of the judge
of probate and for the recording of other instruments and documents in the probate office
in the discretion of the governing body of the county, and no such instrument shall be received
for record in the office of the judge of probate unless the special recording fee is paid

Section 45-49-252.06 Collection of solid waste. (a)(1) Only county franchised collectors possessing
valid permits shall engage in the business of providing solid waste management services to
residential property within the county. Fees for such service shall be established by resolution
or ordinance of the Mobile County Commission, consistent with the provisions of franchise
agreements. Upon May 3, 1988, any proposed increase in fees charged shall be reviewed and
approved in the following manner: a. A franchised residential collector shall provide notice

Industrial Waste Committee to consist of: One member, appointed jointly by the county's four
