Section 44-1-52 Powers. The youth services board shall have the following powers: (1) To appoint the state youth services director and to fix his salary. (2) To institute and defend legal proceedings in any court of competent jurisdiction and proper venue. (3) To contract with any private person, organization or entity or any combination thereof capable of contracting, if it finds such act to be in the public interest. (4) To establish and promulgate reasonable rules, policies, orders and regulations for the carrying out of its duties and responsibilities. The Interstate Compact for Juveniles is enacted into law and entered into with all jurisdictions mutually adopting the compact in the form substantially as follows: THE INTERSTATE COMPACT FOR JUVENILES Article I. Purpose. (a) The commission may purchase, lease, acquire, or otherwise implement a statewide wireless communication system to serve first responder users in state and local governments and those private entities that enter into a partnership with the commission.
