Section 11-97-17 Prior approval of utility services agreements and related agreements with
governmental users; notice and public hearing. (a) No utility services agreement or related
agreements in connection with the acquisition, construction, equipment, or operation of any
facilities may be entered into by any governmental user pursuant to the provisions of this
chapter unless the entering into of such utility services agreement and related agreements
by such governmental user is approved by resolution adopted by the governing body of such
governmental user in accordance with the provisions of this chapter; and any utility services
agreement or related agreements entered into without prior compliance with the provisions
of this section shall be void; provided, however, that no public hearing pursuant to the provisions
of this section shall be required in connection with the entering into of any utility services

Section 41-7-3 Advisory Board. (a) There is established the Advisory Board to the Alabama Tourism
Department to advise and assist the director. The board shall be composed of 21 members who
shall be appointed as follows: (1) Two members who shall be appointed by the Governor from

Section 41-10-37 Allocation procedure. Allocations of the state ceiling shall be granted by
the authority in response to applications filed with the authority by any issuer in the following
manner: (1) Each application shall be made by an instrument in writing signed by an officer
or agent of the issuer and shall contain (i) the names and addresses of the issuer, the proposed
lessee, purchaser or user of the project to be financed (if applicable), and bond counsel,
(ii) the maximum principal amount of affected bonds proposed to be issued, (iii) a brief description
of the project to be financed, and (iv) a brief description of the affected bonds proposed
