Section 37-9-4 Exemptions from operation of chapter - Interstate commerce. Nothing in this
chapter shall apply to, or be construed or held to apply to, any common carrier by aircraft
which the commission shall by order determine to be engaged mainly and principally in interstate
commerce and whose intrastate business is incidental to its interstate business, provided
the commission shall find that its operations are conducted pursuant to a certificate or certificates
of public convenience and necessity issued by the Civil Aeronautics Board of the United States

Section 37-3-2 Definitions. The following words and phrases used in this chapter, where not
in conflict with the context, shall have the following meanings: (1) BROKER. Any person not
included in the term "motor carrier" and not a bona fide employee or agent of any
such carrier, who or which, as principal or agent, sells or offers for sale any transportation
of property other than that transported by common carriers of passengers, subject to this
chapter, or negotiates for or holds itself out by solicitation, advertisement, or otherwise

Section 36-25-27 Penalties; enforcement; jurisdiction, venue, judicial review; limitations
period. (a)(1) Except as otherwise provided, any person subject to this chapter who intentionally
violates any provision of this chapter other than those for which a separate penalty is provided
