Section 23-1-181 Appropriations and pledges of revenue for payment of principal and interest
on bonds; sinking fund. (a) Where used in this section the following words and terms shall
be given the following respective meanings: (1) BONDS. Such term, without qualifying words
or phrases, means bonds of the corporation issued under this article. (2) CODE. The Code of
Alabama, 1975. (3) CORPORATION. Alabama Highway Finance Corporation, a public corporation
and instrumentality of the State of Alabama that was organized and is existing under this
article. (4) GASOLINE TAX APPROPRIATION STATUTE. Section 40-17-359. (5) HIGHWAY GASOLINE TAX.

The Legislature hereby makes the following findings of fact and declares its intent to be
as follows: In recent years changes have taken place in the economy of this state which have
had a far-reaching effect on the welfare of its citizens. The agrarian economy which once
prevailed in this state and provided the principal means of livelihood for most of the citizens
of the state has proven inadequate to provide employment for the state's growing population.
The advent of mechanized and scientific farming methods has reduced greatly the number of

Section 40-25-23 Disposition of funds. All revenues collected under the provisions of this
article, except as otherwise provided, shall be paid to the Department of Revenue by check
or draft made payable to the Treasurer of Alabama, and shall be distributed in the following

Section 40-7-93 Special pledges for payment. The governing body of the county issuing any such
warrants may, in its discretion, assign and specially pledge for the payment of the principal
of and interest on such warrants, so much as may be necessary for said payment of any one

half of one percent which the county is authorized to levy without reference to the purpose
