Section 24-1-27 Powers and duties of authority. (a) An authority shall constitute a public body and a body corporate and politic exercising public powers, and having all the powers necessary or convenient to carry out and effectuate the purposes and provisions of this article, including the following powers in addition to others granted in this article: (1) To investigate into living, dwelling and housing conditions and into the means and methods of improving such conditions. (2) To determine where unsafe or unsanitary dwelling, public school or housing conditions exist. Section 39-2-12 Partial and final payments of contractors by awarding authorities. (a) As used in this section the following words shall have the meanings ascribed to them as follows: (1) CONTRACTOR. Any natural person, partnership, company, firm, corporation, association, limited liability company, cooperative, or other legal entity licensed by the Alabama State Licensing Board for General Contractors. Section 34-29-65 Executive director; incapacitation of director; official bond. (a) The board may employ an executive director, prescribe the duties, and set the salary of the executive director. (b) In the event the director should become incapacitated or unable to perform the duties of the position, the board may employ a person or persons to assume the duties of the director for as long as the board deems necessary.
