Section 11-73-4 Operation of low-speed vehicles on roads and streets of Class 2 municipalities - Conditions. A low-speed vehicle may only be operated on any public roads or streets under the following conditions: (1) The vehicle may not be operated on a public road or street by any person other than a licensed driver. (2) The vehicle may be operated only during the hours between sunrise and sunset, unless the municipality has determined that a low-speed vehicle may be operated between sunset and sunrise and the vehicle is equipped with headlights, brake lights, turn signals, and a windshield. (3) The vehicle is certified as meeting all federal and state laws, rules, and regulations governing safety, emissions, and antitheft standards, including the safety standards provided in 49 C.F.R. Section 32-5A-330 Definitions; applicability; violations. (a) As used in this section, the following terms are defined: (1) OPEN CONTAINER. A container which is other than in the manufacturer's sealed condition. (2) PUBLIC HIGHWAY or RIGHT-OF-WAY OF A PUBLIC HIGHWAY. (a) A law enforcement officer or, in a Class 1 municipality, a parking enforcement officer or traffic enforcement officer who is not required to be certified by the Alabama Peace Officers' Standards and Training Commission, may cause a motor vehicle to be removed to the nearest garage or other place of safety under any of the following circumstances: (1) The motor vehicle is left unattended on a public street, road, or highway or other property for a period of at least 48 hours. Local authorities may by ordinance or resolution prohibit the operation of vehicles upon any highways or impose restrictions as to the weight of vehicles when operated upon any highway under the jurisdiction of and for the maintenance of which such local authorities are responsible, whenever any said highway by reason of deterioration, rain, snow, or other climatic conditions will be seriously damaged or destroyed unless the use of vehicles thereon is prohibited or the permissible weights reduced. (a) The Department of Transportation is given authority and power to abandon and discontinue any portion of a state highway, or street on a state highway route with the approval of the city council or governing body of any municipality, crossing the tracks or right-of-way of any railroad or street railway within the state, and to close the grade crossing, whenever in the judgment of the department the grade crossing has ceased to be necessary for the public as a part of any state highway, because of relocation of the highway, or because of the construction of an underpass or overpass, or other provision made for the elimination of the grade crossing. Section 32-7A-11 Online insurance verification system - Notification upon inability to verify existing insurance; proof of coverage; penalties. (a)(1) When the department is unable to verify that liability insurance coverage exists for a motor vehicle registered or required to be registered in this state, the department shall send the registrant notice via U.S. mail at the last known address as reflected on the department's motor vehicle registration records.
