Section 31-9-6 Powers and duties of Governor with respect to emergency management. In performing
his or her duties under this article, the Governor is authorized and empowered: (1) To make,
amend, and rescind the necessary orders, rules and regulations to carry out the provisions
of this article within the limits of the authority conferred upon him or her in this article,
with due consideration of the plans of the federal government. (2) To prepare a comprehensive
plan and program for the emergency management of this state, such plan and program to be integrated

Section 31-9-10 Local emergency management organizations; emergency powers of political subdivisions.
(a) Each political subdivision of this state is hereby authorized and directed to establish
a local organization for emergency management in accordance with the state emergency management
plan and program and may confer or authorize the conferring, upon members of the auxiliary
police, the powers of peace officers, subject to such restrictions as shall be imposed. The
governing body of the political subdivision is authorized to appoint a director, who shall
have direct responsibility for the organization, administration, and operation of such local

Section 31-9-83 Distributions from fund; eligibility; purposes. THIS SECTION WAS AMENDED BY
ACT 2018-94 IN THE 2018 REGULAR SESSION, EFFECTIVE FEBRUARY 15, 2018. THIS IS NOT IN THE CURRENT
CODE SUPPLEMENT. (a) Disbursements from the recovery fund for purposes set out in this section
shall only be available as provided herein upon a proclamation from the Governor or Legislature
made pursuant to Section 31-9-8, and a proclamation made by the local governing body in the
county or municipality affected by the disaster. The following rules shall apply for all distributions
from the recovery fund for purposes set out in this section: (1) Distributions may not be
used for state emergency response and relief efforts, except as determined appropriate pursuant
to rules adopted by the committee under Section 31-9-86. (2) Distributions under this section
shall only be available to reimburse an eligible county or municipality for those expenses

Section 25-4-10 Employment. (a) Subject to other provisions of this chapter, "employment"
means: (1) Any service performed prior to January 1, 1978, which was employment as defined

Section 31-9-40 Compact adopted and enacted. The Emergency Management Assistance Compact is
enacted into law and entered with all jurisdictions mutually adopting the compact in the form
substantially as follows: THE EMERGENCY MANAGEMENT ASSISTANCE COMPACT Article I - Purpose

and apportionments of public school money now provided by law and made available for public
schools there shall be apportioned and paid to local boards of education from the Foundation
