Section 26-10D-4 Purposes. The purposes of this chapter are as follows: (1) To prohibit governmental
entities from discriminating or taking an adverse action against a child placing agency on
the basis that the agency declines to make a child placement that conflicts, or under circumstances
that conflict, with the sincerely held religious beliefs of the agency, provided the agency
is otherwise in compliance with Minimum Standards for Child Placing Agencies. (2) To protect
the exercise of religion of child placing agencies and to ensure that governmental entities
will not be able to force those agencies, either directly or indirectly, to discontinue all
or some of their child placing services because they decline to place a child for adoption
or in a foster home that conflicts, or under circumstances that conflict, with their sincerely
held religious beliefs, when otherwise the agency is in compliance with required Minimum Standards

Section 26-10D-5 State prohibited from discriminating against child care service providers
under certain conditions. (a) The state may not refuse to license or otherwise discriminate
or take an adverse action against any child placing agency that is licensed by or required
to be licensed by the state for child placing services on the basis that the child placing
agency declines to make, provide, facilitate, or refer for a placement in a manner that conflicts
with, or under circumstances that conflict with, the sincerely held religious beliefs of the
child placing agency provided the agency is otherwise in compliance with the requirements

Section 26-10D-2 Legislative findings. The Legislature finds all of the following: (1) Alabama
provides state licensed child placing services through various state, charitable, religious,
and private organizations. (2) Religious organizations, in particular, have a lengthy and
distinguished history of providing child placing services that predate government involvement.
(3) Religious organizations have long been licensed and should continue to contract with and
be licensed by the state to provide child placing services. (4) The faith of the people of
the United States has always played a vital role in efforts to serve the most vulnerable,
and this chapter seeks to ensure that people of any faith, or no faith at all, are free to

Section 36-25-1 Definitions. Whenever used in this chapter, the following words and terms shall
have the following meanings: (1) BUSINESS. Any corporation, partnership, proprietorship, firm,
enterprise, franchise, association, organization, self-employed individual, or any other legal

Section 8-35-2 Security freeze on credit report. (a) A consumer may place a security freeze
on the consumer's credit report by making a request in writing by certified mail to a consumer
credit reporting agency. No later than August 31, 2012, a consumer credit reporting agency
shall make available to consumers an Internet based method of requesting a security freeze
and a toll-free telephone number for consumers to use to place a security freeze, temporarily
lift a security freeze, or completely remove a security freeze. A security freeze shall prohibit,
subject to exceptions in subsection (m), the consumer credit reporting agency from releasing
the consumer's credit report or credit score without the prior express authorization of the

Section 22-18-50 Enactment and text of Emergency Medical Services Personnel Licensure Interstate
Compact. The Emergency Medical Services Personnel Licensure Interstate Compact is hereby enacted
into law and entered into with all other jurisdictions legally joining therein in form substantially
as follows: SECTION 1. PURPOSE In order to protect the public through verification of competency
and ensure accountability for patient care related activities all states license emergency
medical services (EMS) personnel, such as emergency medical technicians (EMTs), advanced EMTs

Section 12-15-314 Dispositions for dependent children. (a) If a child is found to be dependent,
the juvenile court may make any of the following orders of disposition to protect the welfare
of the child: (1) Permit the child to remain with the parent, legal guardian, or other legal

arising from abandonment. (a) If the juvenile court finds from clear and convincing evidence,
competent, material, and relevant in nature, that the parents of a child are unable or unwilling
to discharge their responsibilities to and for the child, or that the conduct or condition
of the parents renders them unable to properly care for the child and that the conduct or

Section 26-10A-19 Investigation. (a) A pre-placement investigation shall be made to determine
the suitability of each petitioner and the home in which the adoptee will be placed. The investigation
shall include a criminal background investigation and any other circumstances which might
be relevant to the placement of an adoptee with the petitioners. A copy of the pre-placement
investigation shall be filed with the court when the petition for adoption is filed. (b) An
individual or couple may initiate a pre-placement investigation by request directly through
the Department of Human Resources or a licensed child placing agency or by filing a request
with the probate court. The court may appoint any agency or individual qualified under subsection
