Section 31-6-11 Proof to be submitted by applicants for benefits. (a) Before an application
of any veteran for benefits under this chapter can be approved, such veteran shall submit
proof, satisfactory to the State Department of Veterans' Affairs, of all of the following:
(1) Identification. (2) Having been a permanent resident of the State of Alabama for at least
one year immediately prior to his or her entrance into service. (3) An honorable discharge
or other proof of honorable termination of at least 24 months of service in the armed forces,
or if such veteran was discharged or released by reason of service-connected disability then
proof of honorable termination of less than 24 months of service is acceptable. (b) Before

who does not have a distinctive special long-term access or long-term disability access license
plate or placard or temporary disability placard as provided in Section 32-6-231, or who is

to all other power, rights, and authority heretofore granted by law, the City of Elba in Coffee

A franchise is hereby granted for the installation of poles or conduits within the boundary
lines of public roads, highways, or rights-of-way in any county of this state for the operation
of community antenna television facilities to any person, partnership, or corporation that
is lawfully providing community antenna television service in any such county on July 8, 1982.
Any franchise granted under this section shall be limited to the portion or portions of the
unincorporated areas of any such county as is being served by the franchisee on July 8, 1982,

range of community punishments and services at the local level. Community-based programs should
