Section 24-2-2 Powers of housing authorities or municipalities - Acquisition and redevelopment
of blighted property; limitations on eminent domain; definitions. (a) Any housing authority
now or hereafter established pursuant to this title, or any incorporated city or town may
carry out any work or undertaking, hereafter called a "redevelopment project": (1)
To acquire blighted property as defined in subsection (c). (2) To acquire other real property
for the purpose of removing, preventing, or reducing blight, blighting factors, or the causes
of blight, but this authority to acquire such other property shall not be construed to grant
the power of eminent domain to acquire property that is not blighted without the consent of

Section 24-1-4 Agreements of municipal, county, or regional housing authorities to secure federal
contributions. In addition to the powers conferred upon a housing authority created for a
city or county or a regional housing authority by other provisions of law, such authority,
in any contract for annual contributions with the federal government, may obligate itself,
which obligation shall be specifically enforceable and shall not constitute a mortgage, notwithstanding
any other laws, to convey to the federal government the project to which such contract relates,

Section 24-1-110 Consolidated housing authorities. If the governing body of each of two or
more municipalities by resolution declares that there is a need for one housing authority
for all of such municipalities to exercise in such municipalities the powers and other functions
prescribed for a housing authority, a public body corporate and politic, to be known as a
consolidated housing authority, with such corporate name as it selects, shall thereupon exist

Section 24-1-28 Acquisition of property by eminent domain. (a) The authority may acquire by
eminent domain any property, real or personal, which it may deem necessary to carry out the
purposes of this article, after the adoption by it of a resolution declaring that the acquisition
of the property described therein is in the public interest and necessary for public use.
