Section 36-13-52 Director - Duties. (a) The director shall act as a liaison between minority communities and the Governor, with duties to do all of the following: (1) Conduct community outreach throughout the state to assess and address issues facing women and minorities. (2) Ensure that all women and minorities are better represented and receive equal access in areas such as business development, education, health care, housing, government services, and criminal justice matters. (3) Encourage public debate on issues affecting Alabama minority populations, including open access to public services and fair and equitable implementation of public policy. A franchise is hereby granted for the installation of poles or conduits within the boundary lines of public roads, highways, or rights-of-way in any county of this state for the operation of community antenna television facilities to any person, partnership, or corporation that is lawfully providing community antenna television service in any such county on July 8, 1982. Section 27-9A-3 Independent adjuster defined; exclusions. (a) In order to be certified, each domestic violence center shall do all of the following: (1) Provide a facility that shall serve as a center to receive and house persons who are victims of domestic violence.
