Section 22-50-11 Department - Additional and cumulative powers. The Department of Mental Health
is given hereby the following additional and cumulative powers through its commissioner: (1)
It is authorized and directed to set up state plans for the purpose of controlling and treating
any and all forms of mental and emotional illness and any and all forms of mental retardation
and shall divide the state into regions, districts, areas or zones, which need not be geographic
areas, but shall be areas for the purpose of establishing priorities and programs and for

Section 29-6-7 Powers and duties of Legislative Council. (a) In addition to the powers otherwise
provided in this chapter, the Legislative Council shall: (1) Approve budget requests, provide
accounting services, make purchases, and provide mail distribution, property inventory, telephone

Section 34-12-36 Receipts; disbursements; bond of secretary; employees; gifts, bequests, etc.
The secretary of the board shall receive and account for all moneys derived under the provisions
of this chapter and shall pay the same monthly to the State Treasurer, who shall keep such

planners, engineers, architects, attorneys, and other public or private consultants and with
any local, regional, state, or federal agency for the services as it may require. The board
