Section 22-34-3 Revolving fund established; use of funds; administration of fund; annual report. (a) There is hereby established the Water Pollution Control Revolving Loan Fund, which shall be maintained in perpetuity and operated by the department as agent for the authority for the purposes stated herein. Grants from the federal government or its agencies allotted to the state for capitalization of the revolving loan fund, state matching funds where required, and loan principal, interest, and penalties shall be deposited as required by the terms of the federal grant directly in the revolving loan fund. (a) The State Department of Education and the Alabama Institute for Deaf and Blind shall require the employment of school nurses in each local school system. (b) There shall not be greater than five licensed practical nurses to one registered nurse within each school system. (a) The Alabama Department of Revenue shall retain one-quarter of one percent (0.25%) of the tax proceeds, less any refunds, from this additional excise tax on gasoline and diesel fuel for its cost of collection.
