Section 22-21-27 Advisory board. (a) There shall be an advisory board of 17 members to assist in the establishment of rules, regulations, and standards necessary to carry out this article and to serve as consultants to the State Health Officer. The board shall meet at least twice each year and at the call of the State Health Officer. The board may meet by electronic means in compliance with the Alabama Open Meetings Act and shall establish rules of procedure for its meetings. The members of the board shall annually elect one of its members to serve as chair. (b) The advisory board shall be constituted in the following manner: (1) Four representatives of hospitals who shall be appointed by the Board of Trustees of the Alabama Hospital Association as follows: a. (a) When the commissioner has cause to believe that grounds for the denial of an application for a certificate of authority exist, or that grounds for the suspension or revocation of a certificate of authority exist, he shall notify the health maintenance organization and the State Health Officer in writing specifically stating the grounds for denial, suspension, or revocation.
