Section 9-7A-2 Definitions. The following terms, whenever used in this chapter, shall have the following respective meanings unless the context clearly indicates otherwise: (1) COMMISSIONER. The Commissioner of the Department of Conservation and Natural Resources. (2) ADMINISTRATOR. The director of the plans and programs of the Department of Conservation and Natural Resources. (3) FUND. The Alabama Recreation Capital Development Assistance Fund. (4) APPLICANT. (a) After a municipal code lien has been recorded with the office of the probate judge of the county in which the real property lies, the Class 2 municipality may identify those properties on which to commence a judicial in rem foreclosure in accordance with this article, except that those properties the Class 2 municipality identifies as owner occupied shall not be subject to judicial in rem foreclosure under this article. Section 11-3-11.3 Collection of local taxes - Department of Revenue.
