Section 16-12-2 Qualifications. The superintendent of city schools shall be chosen for his
general fitness and character, but shall not be eligible for appointment unless he shall offer
proof to the board that he holds a degree from a recognized four-year college or university
and is knowledgeable in school administration. Such person need not be a resident or qualified

Section 16-41-4 Administration of chapter by State Superintendent of Education; priorities
for implementation. (a) The State Superintendent of Education shall administer this chapter
pursuant to regulations adopted by the State Board of Education. In administering this chapter,
the superintendent shall seek and ask for advice and assistance from the medical association
of the State of Alabama and take into consideration the advice of the Department of Public

committee shall consider the merit of textbooks offered for use in the public elementary and
high schools of the state and make recommendations for approval or rejection, or both, to
