Section 16-16B-1 Short title; electronic textbooks; wireless electronic devices; rule making authority; implementation plan; Alabama Ahead Oversight Committee. (a) This chapter shall be known and may be cited as the Alabama Ahead Act. (b)(1) Commencing with the 2016-2017 school year, students may be provided textbooks in electronic format . Textbooks in electronic format may be available to schools under the jurisdiction of those local boards of education which choose to participate in Alabama Ahead, to the extent practicable and funding is obtainable, to provide students with resources in the following three areas: a. Wireless broadband access via high-quality WiFi infrastructure in schools, as a first priority pursuant to Section 16-6B-2.1. b. Section 11-91A-2 Local Government Health Insurance Board; governance and administration of program. (a) The Local Government Health Insurance Board shall govern and administer the Local Government Health Insurance Program currently governed and administered by the State Employees' Insurance Board (SEIB) pursuant to Chapter 29 of Title 36. The transfer of the governance and administration to the board shall take effect at 12:01 a.m. on January 1, 2015, and thereafter the board shall take all control and responsibility for the program under procedures and authority set out in this chapter. The interstate commission shall have the duty and power to do all of the following: (a) Oversee and maintain the administration of the compact. Section 16-6F-7 Applicant proposals; conversion to public charter school; terms of charters; contracts. (a) Request for proposals. (1) To solicit, encourage, and guide the development of quality public charter school applications, every local school board, in its role as public charter school authorizer, shall issue and broadly publicize a request for proposals for public charter school applications by July 17, 2015, and by November 1 in each subsequent year.
