Section 45-9A-50 City Board of Education; election. (a) If a majority of the qualified electors of the municipality voting in the authorizing referendum election vote in favor of an elected city board of education, the board shall be established as provided in this section and the Legislature, as provided in Amendment 659, from time to time, by local law may provide further for the election of the Lanett City Board of Education. The local laws may provide for the termination of the terms of office of members of the existing city board of education; the composition of the city board of education; initial and succeeding terms of office, including staggered terms; election districts and at-large membership; qualifications; powers, duties, and responsibilities; vacancies; compensation; and any other matter that the Legislature determines necessary for the operation of the board. Section 11-3-44 Local Government Training Institute. (a) There is created and established the Alabama Local Government Training Institute. All costs of operating and conducting the institute shall be paid from public funds appropriated for this purpose. (a) Within 18 months from the time metropolitan-government is placed in effect, the respective school boards of the city and the county shall plan for and implement a metropolitan-government school district which effects the merger of the two existing districts in accordance with existing procedure in Alabama statutes for such mergers. (b) The plan for merger shall include provisions for an equitable collection and distribution of tax for educational funding.
