Section 16-41-4 Administration of chapter by State Superintendent of Education; priorities
for implementation. (a) The State Superintendent of Education shall administer this chapter
pursuant to regulations adopted by the State Board of Education. In administering this chapter,
the superintendent shall seek and ask for advice and assistance from the medical association
of the State of Alabama and take into consideration the advice of the Department of Public
Health. (b) Priorities for the implementation of this program shall include the following:
(1) The implementation of in-service education programs for teachers, administrators and other
personnel. Special emphasis shall be placed on methods and materials necessary for the effective
teaching of drug abuse education. In-service teacher education materials which are based on

(a) To ensure that public school students are able to read at or above grade level by the
end of third grade, each local education agency shall offer a comprehensive core reading program
to all students based on the science of reading which develops foundational reading skills.
In addition, no school district may use any curriculum for public K-3 students that does not
have instructional time included. (b) Based on the results of the reading assessment in Section
16-6G-3, each K-3 student who exhibits a reading deficiency, or the characteristics of dyslexia,

Section 16-22A-8 Fingerprint training courses. (a) The Department of Public Safety and the
State Department of Education shall cooperatively schedule sufficient training throughout
the state to train all local superintendents of education, or their duly appointed representatives,
in proper fingerprinting techniques. (b) The chief executive officers of nonpublic schools
shall arrange with the Department of Public Safety for sufficient training in proper fingerprinting
techniques of their superintendent, headmaster, or other duly appointed representatives. (c)
The Department of Public Safety shall notify the State Superintendent of Education regarding

specialists. (a) Funds appropriated by the Legislature in support of the Alabama Reading Initiative

Section 16-23-16.1 Creation of Professional Teachers Standards Commission; designation or development
of entry-level pre-certification examination for teacher candidates. (a) The Legislature finds
that Alabama is alone among the southern states in not testing teacher candidates before allowing
them in the classroom, and acknowledges that the need exists to establish, maintain, and enforce
minimum professional standards for teacher candidates in the State of Alabama. In response
to such need, there is hereby created a Professional Teachers Standards Commission (the commission)

Section 41-15B-2.2 Allocation of trust fund revenues. (a) For each fiscal year, beginning October
1, 1999, contingent upon the Children First Trust Fund receiving tobacco revenues and upon
appropriation by the Legislature, an amount of up to and including two hundred twenty-five
thousand dollars ($225,000), or equivalent percentage of the total fund, shall be designated

Section 16-41-3 Purpose; legislative intent. The purpose of this chapter is to insure the development
of a comprehensive drug abuse education program for all children and youth in grades one through
12. It is the legislative intent that this program shall teach the adverse and dangerous effects
on the human mind and body of drugs and that such instruction shall be intensive and that
it shall be given immediate emphasis, beginning with the 1971-72 school year. It is further
the intent of the Legislature that the voluntary services of persons from the professions
of clergy, education, medicine, law enforcement, social services and such other professionally
and occupationally qualified individuals as can make a contribution to this program be utilized
in its implementation so that the highest possible degree of expertise may be brought to bear.
