Section 44-1-76 Relationship of board of youth services and superintendent to state board of
education; powers and duties of board and superintendent; functioning of district. The board
of youth services and the superintendent of education of the special school district shall
stand in the same relationship to the state board of education as do local boards of education
and local superintendents of education. The powers, duties and responsibilities of the board
of youth services, the superintendent, and the functioning of the district shall be the same
