Section 27-61-1 Surplus Lines Insurance Multi-State Compliance Compact. The Surplus Lines Insurance
Multi-State Compliance Compact Act is enacted into law and entered into with all jurisdictions
mutually adopting the compact in the form substantially as follows: PREAMBLE WHEREAS, with
regard to Non-Admitted Insurance policies with risk exposures located in multiple states,
the 111th United States Congress has stipulated in Title V, Subtitle B, the Non-Admitted and
Reinsurance Reform Act of 2010, of the Dodd-Frank Wall Street Reform and Consumer Protection
Act, hereafter, the NRRA, that: (A) The placement of Non-Admitted Insurance shall be subject
to the statutory and regulatory requirements solely of the insured's Home State, and (B) Any
law, regulation, provision, or action of any State that applies or purports to apply to Non-Admitted
Insurance sold to, solicited by, or negotiated with an insured whose Home State is another
State shall be preempted with respect to such application;...

Section 31-9-3 Definitions. As used in this article, these terms shall have the following meanings:
(1) EMERGENCY MANAGEMENT. The preparation for and the carrying out of all emergency functions,
other than functions for which military forces or other federal agencies are primarily responsible,

Section 13A-11-235 Restitution; remedies. (a) A person convicted of a violation of this article
shall be ordered to make full restitution for damages, including incidental and consequential
expenses, incurred by the service dog and its user, which arise out of or are related to the
violation. (b) Restitution for a conviction under this article includes, but is not limited
to, any of the following: (1) The medical expenses of the service dog and its user, and the
value of the service dog to its user for the period in which the dog is unable to perform

Section 31-9-10 Local emergency management organizations; emergency powers of political subdivisions.
(a) Each political subdivision of this state is hereby authorized and directed to establish
a local organization for emergency management in accordance with the state emergency management
plan and program and may confer or authorize the conferring, upon members of the auxiliary
police, the powers of peace officers, subject to such restrictions as shall be imposed. The

(a) In the event a peace officer, a firefighter, a volunteer firefighter who is a member of
an organized volunteer fire department registered with the Alabama Forestry Commission, or
