Section 11-28-1.1 Definitions. As used in this chapter, the following words and phrases shall
have the following respective meanings, unless the context clearly indicates otherwise: (1)
COSTS. When used with reference to or in connection with any public facility or any portion
thereof, include all or any part of the cost of acquiring, constructing, altering, enlarging,
extending, reconstructing, or remodeling such public facility, including the cost of all lands,
structures, real or personal property, rights, rights-of-way, franchises, easements, permits,
licenses, and interests acquired or used for, in connection with or with respect to such public
facility, the cost of demolishing or removing any buildings or structures on land so acquired,
including the cost of acquiring land to which such buildings or structures may be moved, the
cost of all machinery, equipment, furniture, furnishings, and fixtures acquired or used for,
in connection with or with respect to such public facility,...

Section 11-32-7 Powers of authority. (a) The authority shall exercise powers and duties necessary
to the discharge of its powers and duties in corporate form as follows: (1) Have succession
by its corporate name in perpetuity subject to Section 11-32-20. (2) Sue and be sued in its
own name in civil suits and actions and defend suits against it. (3) Adopt and make use of
a corporate seal and alter the same at its pleasure. (4) Adopt and alter bylaws for the regulation

Section 24-3-3 Urban renewal plans. Any urban renewal project undertaken pursuant to Section
24-3-2 shall be undertaken in accordance with an urban renewal plan for the area of the project.
As used in this chapter, an "urban renewal plan" means a plan, as it exists from
time to time, for an urban renewal project, which plan shall conform to the general plan for
the municipality as a whole and shall be sufficiently complete to indicate such land acquisition,
demolition and removal of structures, redevelopment, improvements, and rehabilitation as may
be proposed to be carried out in the area of the urban renewal project, zoning and planning
changes, if any, land uses, maximum densities, building requirements, and the plan's relationship
to definite local objectives respecting appropriate land uses, improved traffic, public transportation,

Section 45-44-260.09 Zoning; grant of power. For the purpose of promoting the health, safety,
morals, convenience, order, prosperity, and general welfare of the county, the planning commission,
with the approval of the county commission, is hereby empowered to divide the portion of the
