Section 15-13-203 Alabama Professional Bail Bonding Board - Creation; composition; adoption and enforcement of rules; compensation. (a) The Alabama Professional Bail Bonding Board is created to administer and enforce this article. The board shall consist of all of the following members: (1) Seven professional bondsmen, one from each of the seven congressional districts of the state, nominated by the Alabama Bail Bond Association and appointed by the Governor from a list of not more than four nominees for each position on the board. For the initial terms of office, the President of the Alabama Bail Bond Association shall be the professional bondsman member of the board who represents the congressional district in which he or she resides. The nominating and appointing authorities shall coordinate their nominations and appointments to ensure that one of the professional bondsman members is the owner of a professional bail bond company with at least 10 years of experience. After a matter has been transferred to the district attorney under Section 45-20-82.63, a court shall assess a collection fee of 30 percent of the funds due which shall be added to the amount of funds due. Any amount collected pursuant to this subpart shall be distributed as follows: (1) Sixty-five percent of the collection fee shall be distributed to the county District Attorney Fund to be expended for lawful purposes for the operation of the office of the district attorney. (a) In all juvenile, traffic, criminal, and quasi-criminal cases in the juvenile, district, circuit, and municipal courts in Franklin County, a docket fee, hereinafter referred to as a solicitor's fee, shall be assessed in each case.
