Section 9-8-24 Supervisors. The governing body of the district shall consist of one
supervisor from each of the counties within the district, but in no event less than five,
appointed as provided in this article. The supervisors shall be persons who are by training
and experience qualified to perform the specialized skilled service which will be required
of them in the performance of their duties under this article. The supervisors shall designate
a chairman and may, from time to time, change such designation. Each supervisor shall be appointed
for a term of three years except that of those supervisors who are first appointed, two shall
be designated to serve for one year, two for two years and the remaining number for three

(a) Whenever any municipal corporation in Jefferson County annexes any portion of a district
and a petition is filed with the clerk of the municipality requesting annexation of the remaining
portion of the district, the petition containing the following: (1) signatures of 20 percent
of the qualified electors residing within the district or signatures of 200 qualified electors,

of the board of supervisors, the board of directors of a watershed conservancy district shall

commensurate with the degree of the flood hazards in various parts of the area, there shall
be such subdivision regulations as may be necessary: (1) To prevent the inappropriate development

Section 9-8-62 Issuance of bonds. (a) Bonds authorized by Section 9-8-61 shall
not be issued until proposed by order or resolution of the board of directors specifying the
purpose for which the funds are to be used and the proposed undertaking, the amount of bonds
to be issued and the rate of interest they are to bear. A copy of the order or resolution
shall be certified to the board of supervisors. (b) The board of supervisors shall conduct
