The Governor, on behalf of this state, shall execute a compact, in substantially the following form, with the State of Mississippi, and the Legislature approves and ratifies the compact in the form substantially as follows: Northeast Mississippi - Northwest Alabama Railroad Authority Compact. The aggregate monetary obligation that the authority may incur in connection with its contracts shall not at any time exceed the sum of (1) Any uncommitted or unencumbered moneys then appropriated to the authority by the Legislature, and (2) Any uncommitted or unencumbered proceeds of bonds available or to become available from bonds then authorized by the authority and approved by the Governor pursuant to Section 33-17-12.
