Section 9-3-10.1 Emergency Forest Fire, Insect and Disease Fund; creation; annual automatic appropriation; ceiling on amount; expenditures; replenishment; Governor's approval. (a) There is hereby established an Emergency Forest Fire, Insect and Disease Fund into which there is automatically appropriated two hundred fifty thousand dollars ($250,000) annually at the beginning of each state fiscal year. The state Comptroller shall transfer moneys from the General Fund to the emergency fund annually at the beginning of each state fiscal year. The emergency fund shall not exceed a total accumulated amount of two million dollars ($2,000,000). The moneys in the fund may be expended from time to time to meet emergency forest fire, insect, and disease needs as deemed necessary by the State Forester and Governor. Section 9-13-126 Control of Forest Tree Insects and Diseases Fund. There is hereby created in the State Treasury a special fund to be known as the "Control of Forest Tree Insects and Diseases Fund." Such fund shall consist of all moneys appropriated thereto by the Legislature; all revenues collected under the provisions of this article; and any moneys paid into the State Forestry Commission by the federal government or any agency thereof to be used for the purpose of this article. Section 31-9-62 Salary supplement; allocation of federal funds. (a) Each state-recognized local emergency management agency that employs and retains a local emergency management director who completes the requirements to be a certified local emergency management director and is so designated by the Director of the Alabama Emergency Management Agency shall receive an annual salary supplement from the Alabama Emergency Management Agency in an amount necessary to provide the local director with a total salary of forty thousand dollars ($40,000) per year. (a) The annual fee may be increased or decreased by the board, provided, the board shall not set an annual fee at an amount which would not provide sufficient revenues to pay all the costs and expenses incurred by the board in enforcing this chapter.
