Section 9-16-71 Declaration of public policy and legislative intent; all land surface
mined under this article shall be reclaimed. (a) The objective of this article is to provide
for the safe, responsible and reasonable reclamation of lands upon which surface disturbances
will be created by surface mining and the surface effects of underground mining so as to protect
the taxable value of property and preserve natural resources within the state and protect
and promote the health and safety of the people of this state, consistent with the protection
of property and with maximum employment and the economic and industrial well-being of the
state. The Legislature finds and declares that the extraction of coal by surface mining provides
a major present and future source of energy and is an essential and necessary activity which

Section 45-1A-40 Regulation of sale and consumption of alcoholic beverages on Sunday.
(a) The city council or other governing body of the City of Prattville may, by resolution
passed by simple majority, regulate and permit the sale for on premises consumption only of
alcoholic beverages on Sunday after 12:00 p.m. upon the licensed premises of retail licensees
of the Alcoholic Beverage Control Board of the State of Alabama and of the City of Prattville
serving the general public including, but not limited to, hotels with conference centers and
golf courses located within the corporate limits of the city. Any licensee granted authority

Section 45-26A-71.01 Regulation of sale and consumption of alcoholic beverages on Sunday.
(a) This section shall apply only to the City of Wetumpka. (b) The City Council of
the City of Wetumpka may authorize the sale of alcoholic beverages for on-premises consumption
by restaurants, hotels, and night clubs which are retail licensees of the Alcoholic Beverage
Control Board, within the municipality on Sunday between 12:00 p.m. (noon) and 9:30 p.m.,
and on those Sundays on which New Year's Eve (December 31) occurs at any time after 12:00
p.m. (noon). Except as authorized by law or during those hours, it shall be unlawful for any
licensed vendor to sell, dispense, or permit the consumption of alcoholic beverages on Sunday.
The City of Wetumpka may enact, by ordinance, such policies it deems appropriate to regulate

Section 45-45-21 Regulation of sale of alcoholic beverages on Sunday. (a)(1) This section
only applies to Madison County. (2) This section applies to the sale of alcoholic beverages
on Sunday by retail licensees of the Alcoholic Beverage Control Board of Alabama. (b)(1) The

Section 9-16-105 Constitutionality and validity of article. (a) If Public Law 95-87,
or any rule or regulation promulgated thereunder or any part of such Public Law 95-87, is

Section 9-16-96 Designation of areas unsuitable for surface coal mining; right to petition;
review and public hearing; areas exempt from mining operations. (a)(1) The regulatory authority
shall establish a planning process enabling objective decisions based upon competent and scientifically
sound data and information as to which, if any, land areas of the state are unsuitable for
all or certain types of surface coal mining operations pursuant to the standards set forth
in subdivisions (2) and (3) of this subsection but such designation shall not prevent the

(a)(1) The council of the Town of Cedar Bluff, by resolution passed by simple majority, may
regulate and permit the sale, for on-premises consumption only, of alcoholic beverages on
Sunday on the licensed premises of retail licensees of the Alcoholic Beverage Control Board
of the State of Alabama and of the town serving the general public, and located within the
