Section 31-10-21 Entitlement; requirements; educational institutions to insure members aware of benefits. (a) Any active member of the Alabama National Guard shall be entitled to the tuition benefits provided by this article upon his or her enrollment in a degree or certificate program in any community or technical college that is under the authority of the Alabama Community College System Board of Trustees, or enrollment in pursuit of his or her first undergraduate degree in any public baccalaureate-awarding college or university within the state. Certification and eligibility for the tuition benefits provided by this article shall be determined by the State Education Services Office of the Alabama National Guard which shall promulgate and implement administrative rules and procedures that it deems necessary to carry out and monitor the tuition benefits provided by this article. (a) Under such regulations as prescribed, any commanding officer may impose disciplinary punishments for minor offenses without the intervention of a court-martial pursuant to this article.
