Section 9-11-396 Penalties for violations of provisions of article, etc.; powers of
law enforcement officers, etc., as to enforcement of article, etc.; custody and disposition
of equipment, etc., seized in connection with violations of article, etc.; disposition of
moneys arising from fines and forfeitures. (a) Any person who violates a provision of this
article or any regulation promulgated pursuant to this article or of the Marine Mammal Protection
Act of 1972 or regulation promulgated thereunder or who fails to procure or violates the terms
of any permit issued pursuant thereto shall, upon conviction, be fined not less than $50.00
nor more than $500.00 or be imprisoned not more than six months or both. (b) Any officer employed

Section 5-13B-103 Supervision and enforcement. (a) The superintendent shall have all
of the powers granted to him or her by the laws of this state to the extent appropriate to
enable him or her to supervise each Alabama state branch, Alabama state agency, or Alabama

orders, rules, and regulations promulgated by the Governor as authorized by this article shall
have the full force and effect of law when a copy thereof is filed in the office of the Secretary

Section 9-16-82 Permits - Required; term; successor in interest; termination; renewal;
application. (a) No person shall engage in surface coal mining operations at a particular
location except as a subcontractor of the permittee of that location until such person has
been issued a permit by the regulatory authority for that location in accordance with the
provisions of this section. The term of a permit shall not exceed five years and shall
authorize the permittee to engage in surface coal mining operations within the permitted area,

shall engage in business as a dealer as defined in Section 2-15-131 without having

Section 9-13-10.2 Rulemaking authority; violations; enforement. (a)(1) The State Forestry
Commission may adopt, alter, amend, or repeal rules governing the preservation, protection,
and use of state forests and any other lands owned, leased, or otherwise controlled by the
