association or corporation violating any of the provisions of this article or rules and regulations
based thereon shall be guilty of a Class A misdemeanor and, upon conviction for the first

operation, or maintenance of any junkyard contrary to the provisions of this division shall
be a public nuisance. Any person, partnership, or corporation that establishes, maintains,

or aids a nonadmitted insurer in willful violation of the provisions of this surplus lines
