(a) The Alabama Department of Corrections may do all of the following: (1) Purchase, in the manner prescribed by law, equipment, raw materials, components, and supplies. (2) Engage the supervisory personnel necessary to establish and maintain for this state, at a penitentiary, penal farm, or other institution now or hereafter under the control of the department, industries for the utilization of services of prisoners in the manufacture or production of such articles or products as may be needed for the construction, operation, maintenance, or use of any office, department, institution, or agency supported in whole or in part by this state and the political subdivisions thereof. Section 9-16-106 Provisions cumulative; certain laws not repealed. This article is cumulative and is intended to preempt local, municipal, county and state regulation of surface coal mining operations and to supplement existing state law and no part hereof shall be construed to repeal or supersede an existing state law specifically enacted for the control, abatement or prevention of water or air pollution. The Alabama Surface Mining Act of 1969 (Act 399, Regular Session 1969) now appearing as Sections 9-16-1 through 9-16-15, is not repealed as to the regulation of the surface mining of clay, sand, gravel, ores, limestone, marble, dolomite, and other minerals.
