Section 16-5-8 Review, coordination, establishment, etc., of programs; transfer of credits;
Articulation and General Studies Committee. (a)(1) The Commission on Higher Education is authorized
to review periodically all new and existing programs and units of instruction, research, and
public service funded by state appropriations at the state universities and colleges and to
share with the appropriate governing board, through the president of the institution, and
state Legislature, its recommendations. (2) As a part of its program review process, the commission
shall enforce, monitor, and report on minimum degree productivity standards for all existing
programs of instruction at public two-year and four-year institutions of higher education.
Productivity standards shall be based, primarily, but not exclusively, on the annual average
number of degrees conferred during a five-year period for senior institutions and a three-year

Section 34-22-41 Officers; meetings; compensation; disposition of funds; bonds; annual report.
(a) The board shall choose annually one of its members as president, one as vice-president,
and one as secretary-treasurer, who each may administer oaths and take affidavits, certifying
thereto under their hand and the common seal of the board. (b) The board shall meet at least
once in each year in the City of Montgomery or in a place designated by the president and,

Section 45-28-244.01 Levy and collection of tax; disposition of funds; Etowah County Development
Committee. (a) In Etowah County, there is levied a one cent ($0.01) county sales and use tax
in all areas of the county, which may become effective no sooner than January 1, 1996. (b)
The tax shall parallel the state sales and use taxes including exemptions therefrom and enforcement
proceedings therefor. The Etowah County Commission may administer and collect this tax, or
contract with a private entity or the State Department of Revenue to administer and collect
this tax, and provide for enforcement penalties by resolution. The county commission, the
State Department of Revenue, or a private entity collecting the tax may retain an amount or
percentage of the total proceeds collected in such an amount as may be agreed upon by the

Section 34-9-41 Officers of board; seal; meetings; compensation; disposition of funds. The
board shall annually elect from its membership a president, vice-president, and secretary-treasurer
and may employ staff members who are not members of the board. The board shall have a common
seal. The board shall hold an annual meeting for the purpose of transacting its business and
examinations, and additional meetings at such times and places as the board may designate.

Section 31-9C-2 Alabama First Responder Wireless Commission. (a) There is created the Alabama
First Responder Wireless Commission, which shall be responsible for promoting the efficient
use of public resources to ensure that law enforcement, fire and rescue services, and essential

Section 27-5B-8 Certified reinsurer. (a) Credit shall be allowed when the reinsurance is ceded
to an assuming insurer that is certified by the commissioner as a reinsurer in this state
and secures its obligations in accordance with the requirements of this section. In order
to be eligible for certification, the assuming insurer shall meet all of the following requirements:
(1) The assuming insurer must be domiciled and licensed to transact insurance or reinsurance
