Section 16-22-13.6 Fiscal year 2013-2014 adjustments. (a) PAY INCREASES, FY 2013-2014. The
State Budget Officer shall allocate to the State Board of Education, the Board of Trustees
of the Alabama Institute for Deaf and Blind, the Board of Youth Services School District,
the Board of Directors of the Alabama School of Fine Arts, and the Board of Trustees of the
Alabama School of Mathematics and Science and for disbursement to the employees thereof funds
based on the criteria established in this section. It is not the intent of this section to
make appropriations, but the appropriations required by this section shall be made in the

Section 45-8A-22.09 Salaries. The salary to be paid each civil service employee and each grandfathered
employee shall be determined by his or her appointing authority; but in every case the salary
paid shall be within the pay plan and pay rules and regulations established by the board and

Section 45-8A-130.11 Vacancies; appointment from eligible register. Whenever a vacancy exists
in any position in the service of the city, it shall be filled by appointment of one of the
three persons who rank highest on the appropriate eligible register of the board or by transfer
within the service of the city from another position of the same class. However, the ranking
layoff of the same class shall be appointed in every instance. Whenever it is impossible for
